The Bill Request Form supplies legislators with the information necessary to evaluate whether they should carry your proposed law change or not in a short, sweet and to the point format. The following is usually covered in the outline:
- The exact problem in 2 or three sentences, by outline the problem’s basic details;
- specific example of the problem;
- How the law can be changed to eliminate the problem;
- The code section that your proposal will affect by your law;
- Possible Support or Opposition (and arguments);
- Any budget implications the bill might have;
- A copy of any proposed language (if you are able to draft legislative language).
I need to stress that for legislators & staff to take your ideas seriously, you must do three things. First, everything must be professionally packaged (being typed and professionally laid out). Second, it’s im¬perative that you present all information factually & honestly - DON’T LIE & BE AS COMPLETE AS POSSIBLE. Third, if you present arguments for both sides, present them fairly, evenly and accurately
Once the bill request form is written, 2 things can happen. First, you can make an appointment with the legislator to discuss the proposal with them or you can deliver it to a legislator’s office, and have the policy staff person review it. If intrigued, they will discuss it with you (if properly written, staff really won’t have to). When ready, they will then present the idea to the legislator for you. In either fashion, if the idea is liked, warmly received or as a courtesy, they will send the bill to the official drafting service.
